Rose Garden - end of investigation 11

What is the trick to completing the end of investigation 11? I believe it has somethign to do with the order you spray the buds in, but can't figure it out. thanks for any hints/help...

I just kept spraying them............

I keep spraying them, but... A pair of leaves appears and immediately drops off. Did I do something wrong?
