Level 20 Fuel

The game only gives me 100 fuel, but I need much more to rescue people and won't let me build any fuel stations??????

I'm not sure I understand. You only need enough fuel for the crane to repair the bridge. You need to build houses to have enough $$ to put out the fires. Once all the fires are put out, the people are rescued. You also need to build a burger joint to have enough food to feed the animals.
