The Dunes level 2-2

I bought the game and I like it, but I'm stuck on The Dunes, level 2-2. It asks for a residence block 3 x 3. Where is this supposed to go? I placed a 3x 3 block on the board and the game did not register it. Does the 3 x 3 block have to go in the highlighted area.

Residences are green. The green highlights are in areas where there's no room for a 3x3 square. Therefore, the 3x3 residence has to go in one of the central areas. Usually I just avoid building in one of those areas with anything but green blocks until that requirement is filled.

Just wanted to insert a big thank you, Gimme. You did a great job on the reviews thread and here, too, in helping the rest of us deal with the learning curve on this one. Thank you, it's been much appreciated.
