The fountain at the end of the game

Someone wrote that to repair the fountain at the end of the game in the fountain garden, the red valve needed to be placed at the bottom center of the fountain and then held so that it cranks multiple times. I have done that but I cannot get more than a trickle of water. I held it until it turned about ten times. I looked for some other type of tool to use, but I did not see anything that appeared to be of help. Any suggestions from those of you who have already finished this game? Thanks in advance,
