As soon as the 2 cheapest Premier lots are available, buy them, demolish the houses that are on there and then build the 2 Dormers needed for your goal.
Buy materials as needed and make sure that you upgrade all your properties to 3 stars and inspect them.
In order to get the $300,000 in rent you should have at least 5 Chateaus and your 2 Premier Dormers all upgraded to 3 stars.
In order to get the appeal high make sure that you place a couple of landmarks in between 2 other properties, and that all properties are painted.
Buy the smaller properties, demolish them and place the Services that you need to complete your goal
when you get close to the end, if you need the space, buy up a lot of materials and then demolish the sawmill to build what you need on the lot - service, chateau, landmark, etc. Try to build the sawmill in the corner and then the workshop next to it to "buffer" the houses. The workshop is only -5 appeal, so you can overcome that by painting a house.
