flower plant is missing

When you get to the 3rd level when the egg plant drops down and the egg plant powder. But there is no flower plant. It says I need it to complete it. However there is no plant in the shop at all. It lets me play the game which is weird. As you know in Farmfrenzy1 you could not start the game unless you had money to buy the proper shops. I have the money, etc.... but the shop is missing. I have tried unloading the game and reloading it but it still is missiing. Has anyone had this problem.

You have to buy the flour using the plane.
