On the right side there should be pictures of things you need to find pieces of to create them to use.
don't remember where exactly the storage room is but if the hatch is in the ceiling, you probably need a ladder. Once you find all the pieces to the ladder it becomes available to you in the loser right side, then you can place it where you need it. Hope this helps.
