How do you start to build the hut that is in ruins? near the alchemy lab? plus what do you need to have tech wise for them to start doing the statue, and the bath? would appreciate any help....thank you

My villagers dance but its not making it rain. what am i doing wrong? also, I can't figure out how to re-build the statue. i have the plans but i dont know what to do...
