Which thieves can you bust? I can't tell the difference between the once who laugh, and the ones who get away with the stealing!!

I honestly thought they were all the same. I blow the whistle when I see the blue face above their head. If the circle around the face goes all the way around then they laugh because the have gotten away with stealing which costs you money. I could be wrong though.

I am stuck on 5.5 at the moment, there is ten theives and you need to make $1800. I can only seem to get $1500.

if you blow the whistle while the clock is circling it just scares them away from the area they are in. if you blow it just at the start of the laugh - you bust them and they give up what they have stolen, thus adding to your daily total.
