squirrels won't talk to me and neither will lord of the underworld?

i have found the cave with the squirrels in it but they only sentence me to get whipped?

And the lord of lost souls refuses to talk to me as well.

I think the squirrels will only talk to you when you have the quest to find a squirrel to man the secret weapon. Have you found the blueprints in the lost library and brought them to Uthar?

The Lord of Souls won't talk to you until you've been asked to find him by the squirrels.
