Level 9 - guests in wedding chapels

How do you get the wedding chapels to hold a 100 guests in this level? The upgrades are unavailable. I am holding weddin receptions but guests are only 40.

If you use the Tesxas Guy that increases hotel guest. YOu have to bulid the hotel on the far end of the page where the fountians are I am still working on this one!
