Acquiring more skill points - Help please!

I am at the point of needing to deposit 800 gold in a bank, ready the drill team, etc. Problem is I do not have enough skill points to get the sheriff's office, blacksmith shop, or anything. I have no more gold but not enough skill points to buy the gold mine from the store to be able to mine the cliffs.

How can I still increase skill points if I can't get anything or build anything?

I just did every quest I possible could and built everything I could until I finally got through it.

build a trading post and go on trading post quests to get experience points and build up towards buying other buildings. when you get a sheriff's office, go on sherrif quests to get gold and more experience points. spend your experience points conservatively only on things you need for a quest or for town expansion.
