Rubber boat

Where can i bUy the rubber boat? i can't find it ANYWHERE??

I know it's been almost 3 years since u posted this n you've probably found out the answer but I'm gonna reply anyway. You can buy all kinds of boats in the Boating Club (the building by the ocean, next to cruise ship, below water park), It's not available until u get a quest to buy a boat and go on a boating trip. I was stuck here myself but kept on playing anyway until that Boating Club was available lol
