You need to fix the music bandstand in front of the university before you can proceed with opening the locks and moving the train. Get the money from the rectors for completing this task, then give it to the barge operators after you talk to them. They will give you the key to open the water lock control panel.

Go to the water lock control panel. Press #42* to lower the water level, then go back to the barge and talk to the operators again. Kate will tell them the lock is open. Watch the barge move forward. Then go back to the control panel and press #41*. Go onto the platform near the train and find the barge in its new position. Talk to the barge operators and they will throw you a chain. Connect the hook from your inventory to the chain, which will trigger a cut scene in which the barge pulls the train toward the wall.
