Paperclip

I know that I need a papeclip (for an item in the garden area) that is supposed to appear in the elevator office H0 scene but the scene hasn't come up. Maybe I am missing something (I have looked at the walkthrough numerous times) any ideas?

I have the carabiner..it is the only item that I have in my inventory. I have gone everywhere in the game and there is no H0 scene or anything else that I can do right now.
