Where do I put the last bug?

I'm at the part where Natalie had to return to the chiefs office to place some bugs. I've got one bug left, a screwdriver, and a card. Ive gone through everything else in the room. I clicked on the bookcase safe but, she won't go near it. I used a hint but it keeps pointing to the letter on the table. I've clicked on it (spoiler alert) and it said that the lawyer was in cahoots with chief. I can't figure out where to put the last bug.

The robot moves forward. The plug is the place to go to.
