First Mosaic Piece

Maybe I am retarded, but I cannot find the first mosaic piece. I helped the Mayor, got that piece, got the one in the front of his house, where the horseman was, and did the HOG, and got the last one. Where the heck is the first one? Cannot find it in the SG. Seems to start with 2 of 4. Please help. Thank you.
