Placing the cogwheel in the church on the panel with <!>

How do you move that cogwheell. It seems that you have to place it in the middle, but I can't move it.

According to the walkthrough for the game, you'll first need to remove the bolts on the panel in order to be able to place the cogwheel. You can view more information on that scene here on the walkthrough:
