How do you give signal to the dog to move debris from the window?

I checked our Grim Facade: Sinister Obsession Walkthrough and it looks like you'll use the whistle to call the dog. You would have received that by playing the hidden object scene in Francesco’s room. Just put the whistle on the scene/debris and that will call the dog.

If you healed the dog and he walked away, pick up the picture on the floor behind him. This should trigger a new H0S in Francesco's room. You get a whistle. Use the whistle by the debris.
