Building a tower in the last scene

Tried for over 20 minutes. Finially gave up and went to W/T.
Picture there shows starting with an upside down cage. Could
not find a way to turn cage upside down, so never got my
tower. Just used skip button and gave up

Just one of several things in this game that made no sense
for me.
