Level 24 Apache help

Does anyone know how to keep up the population? I build enough homes for the amount of people you are supposed to have but I only get up to about 74 people and then I lose a bunch. Any thoughts or tips for this level would be greatly appreciated. Thanks in advance

You have to have enough food for the population build and up grade barns. I think it takes two.

You also need to have stores and churches etc. things for the people to attract them to the town, and of course enough food too.
