Increasing population!

How do you increase the population of the town? I am in a level where I need 120 people. I have built houses on every lot (fully upgraded) and can only manage 88 people. What am I missing? (aside from people! )

build store, saloon, church, places for people to go! and of course be sure you have enough food, maybe build another barn.
