I was just wondering how to build up the area

Build up the area just refers to making sure that there is a building on all of the building sites.

There are many options, but I chose to put a farm and a lodge on the top level, and then a sawmill, 2 lodges and 2 huts on the lower level. I also use the stairs to get to the lower lever, rather than filling in the big pit.
