I am to the part in the puzzle where I placed the plank where the bridge was out but then I was left with a light bulb, a Gas can and bolt cutter. the blue arrow points to a boat in like cave but it wont do anything. PLEASE Help. Ive tried all I can

First you need to go back to where the train is and use the bolt cutter. Then you need to go into the mini game and use the light bulb & gas can there. Once you are done, you will get the item needed for the boat.

Always watch your cursor when in the HO areas. It will turn blue on the places that need something done.
