When you don't have enough stars to get to the next level, how do you get more stars? I redid a couple and got one star but it didn't up my level. Do I have to get 3 stars on every level to continue?

I got three stars on every level and they all look complete but it tells me I have not completed ALL puzzles. How do I get to the locked puzzles?
