Stuck at end of Chapter 9.

I found everything on the lists but the fish encyclopedia. I found it but it says I have to find fish to put in it. What do I do now? the man on the deck only tells me to stay close to him when we dive because of sharks. How do I dive? I have the little 100% meter at the bottom of the screen but nothing happens? HELP! thanks.
