Missing Masks?

I have finished the entire game and received all achievements but when looking at the masks in the extra area, I have 3 empty heads without masks. I find nothing to explain, anyone know what's going on?

I think they are there for decoration purposes only. Good ol' devs trying to lead us around by the nose, so to speak
