Fairies?

I've got 29/30 fairies and have played the game so many times I'm pretty sure I can recite the blasted thing and yet I still cannot find that freaking fairy. I looked at the fairy achievement board and the one I cannot find is playing a flute and looks like it's sitting down.

So if anyone has any idea where it is, I'd love to hear it.
