Cannot find tweezers

I am in act iii(?) in the operating room. I need to pick up some cotton balls but cant find the tweezers. Help!

I'm going out on a limb here. Use the scalpel to cut off the doctor's badge and then drop it in the tray next to the cotton balls. The second HOG will appear where the first one was.
