Level 21 Spain

Has everyone gotten pass this level. I am stuck no matter how I've completed the Ventian I can't seem to build the Hacindas and I end up building one then I am olut of time!

I'm stuck on this level too!!! Any suggestions?

I have not been able to pass it either- but I have come VERY close, so maybe this will help. First 2 things I do- hire 2 additional workers and immediately build a "Dormer" house, and upgrade it all the way, including the paint. It brings in a ton of rent, so while that's collecting rent, I work on getting my 'Venetians' built and painted. I also upgrade them at least 2 stars on each for more rent. When I've made enough from the Dormer house to buy other properties and demolish them, I sell the Dormer. that will usually bring around $400,000 in income, then I buy the blueprint for the hacienda and as much materials as I can. I run out of time only in getting them all updated to level 3's.

Maybe it's just that I need to work even faster, but that's been the closest I've come to passing the level. Any other suggestions are definitely appreciated! It's getting a bit frustrating.

I had lots of problems with this level too, but finally I figured it out. You're always supposed to construct buildings away from your houses, but in order to get the values down in level 21, you MUST construct your buildings near the houses.
First, keep restarting until you get, on the top row from left to right, two undeveloped plots that you own, then the one dormer that is already there.
Second, build a dormer in the far left lot. Then, build a workshop somewhere else near the most expensive building there.
While the workshop is building, as soon as the Dormer is built, put it up for sale.
After, and only after it sells, build a Saw Mill next to it. (between the two dormers).
Then, with the money you've earned from the sale, buy the Hicienda blueprint.
Now, buy 3 more workers and as much materials as you can and construct at least 2 Hacienda's before you do anything else.

When it comes time to buy the expensive Dormers, the price will be affordable.

Huh? I'm confused. There are now sawmills to build in level 21. Can anyone help me? I can't get past it either.
