Build train tracks, town keeps starving

Hey everyone,
I'm importing gold at my outpost, have 2 farms, 3 windmills, 3 water towers, tons of wells all fished out and my towns people keep leaving from starvation.
I can't seem to gather enough gold for the tracks (all of my little gold veins are picked out as are the ones in the river!
Can anyone help me?
