Arrow and Blue Feather

Has anyone else had a problem getting the blue feather to move to the arrow? I have been trying for couple days now and it just will not combine with arrow. I cannot go forward until I attacheh the feather to the arrow.

I am having the same problem. Can't connect the blue feather and the arrow. I
have been trying for a couple of days, and just can't figure it out.
Tried utube, but doesn't really explain anything. feeling rather stupid now.
Can anyone help?
