getting carriage to move on

Have purchased all the houses in first four towns and blue line at max, keep offering tournament play or local play. The other screens have made me offer to play one on one when I got the horse. No offer has been made for one on one to obtain the carrage, Help please.

The only thing I can think of, is you do not have enough money yet, (haven´t played it for a while.)
