Help , advice, asprin, or even a steam roller would work

i stopped playing it sometime ago cuz i got frustrated.. so i went back and started from the beginning and now i know y i had stopped.. grrr.. i am in green valley ( i think that is the name) but it is level 3-1.

i start w/11500, have to build water and power stations, one house, do upgrade and finish w/15k.

i know the trick about just getting my money first then going back and trying to get the upgrade done, but w/just being able to start out w/the smallest house it sucks. so any help would be so appreciated..
