Why Can't i start getting fish!

I downloaded and paid for the game and now it won't let me
get any fish I only have 108 dollars and i can't buy eggs and i cant restart it please help

You should be able to set up a new player profile. Click on "change player" in the bottom right-hand corner of the main menu.
