japanese tile puzzle (sherlock holmes) help!!!!!!

i have no ideal how to do this puzzle have spent 3 hours trying different ways also tried to bypass but that did not work help please stuck!!!!!!!!

hope i am not doing anything wrong here. just adventure games walkthrough has a print out of the actual graff to solve this puzzle. i found the bypasses didn't work but the print did. i put it into my pictures and enlarged it there. good luck.
