Problem gathering jewels to level up

love the game, but I seem to be stagnated. I'm in the second level - the ice covered one, and still have at least 2 items to purchase to add to the buildings. The problem is, both of these require orange jewels - but no orange jewels are showing up in the game. How do I collect what doesn't show up?

Has anyone else had this problem? I'm playing in relaxed mode, btw.
