Stupid Nine Domino Puzzle

Help, help help. I have tried and tried and tried. I googled and I googled for help, but no such luck. I cannot get past the domino puzzle with nine domonoes with four numbers each on them. So if any of you good ladies are up and playing games at 4am like myself and know the answer, HELP!

I would imagine they are random. I think the secret to solving these is to find numbers that can't be matched either on the bottom or the top and work from the outside in. Even if you happen to put them in the wrong spot it is just a matter of shifting them.

Hi I also love HO games, yes just move them around and youwill get there, must admit we don.t have dominos like that, ours have spots on them.
