how do I open suspect file at the tatoo puzzle ?

I am trying to work the tatoo puzzle. The instructions say I can review the suspects file to get a look at the tatoo, but I can't seem to find any way to open the suspect files. All I have is the puzzle or the hideout room, with no menu or way that I can find to get me to the suspect files.
