MCF PS-Art the Carney

I have done all sites for Art the Carney, however at the City Dump I have no idea how to proceed I see only ropes, locks and chains-not the items on the items list. I hope that made sense. All help appreciated.

need to find one of the yellow batteries from one of the other scenes to be able to charge your "view master". You'll be able to see through the ropes through your 'finder'.
