Why can't I collect the Seat in the Attractions section?

I only need the driver's seat in the Attractions site but when I click on the symbols in the book, it won't let me collect the seat. It keeps telling me it's :The seats jammed" and "Where can I adjust the Seat". I need help to move on.

I have tried several times and still nothing. It also tells me "There's an order for everything each time I click on the symbols. Also says, "I can't just press willy nilly. I need the right order".

Can someone tell me what I am doing wrong?
