Where does one finf the "Handy Man" to help repair the
raft on Scuttle Beach?

The 'handy man' is actually a woman, it's Rowen. She'll join the team at some moment, then take her to Scuttle Beach.
There are quests added early in the game, you won't be able to fulfill until much later.
