Store Ledger

I found the store ledger in Tor that is needed for the Halaina store, but there was no way to get it. Suggestions?

The mayor in Tor asks you to close down the store at one point. Once the storekeeper is in jail, you can take the ledger.

When does the mayor come back to his house?
