Telephone poles

I can't figure out how they are supposed to be placed. There is no reaction if it is wrong, so I can't tell if I did it right or not, but since nothing is happening I guess I am doing it wrong. If you have solved that part of the puzzle can you help me?

I agree 100%. My "solution" untangled the wires but was not accepted. Not a good puzzle.
