The Spiderweb Puzzle?

Can anyone tell me what to do there? Or how to do it? Or anything at all that could lean me in the right direction?

Oops I meant to add where in the game this happens, in case my question needs some narrowing down , but I'll have to go take a look.

In this part of the game there is a pelican & a garden nearby. HOWEVER.... now that I've gone back to check, I was able to walk away from the spider web. When I had tried it before I didnt see the arrow pointing down.

So maybe its not solvable yet?

as far as I understood your problem you need to fix the net, then use it to catch the spider and play the puzzle to get the whistle.
