what are the locks for

can anyone tell me..thats if they are allowed too...why the hell is everything locked for..i cant understand this...isn't the game allowed to be played or something..this is ridiculous

I have no idea but I need help, I can't get something to work in one scene and I have tried everything. I know I'm doing the right thing but I think it's a glitch on the program. I've seen other people who have had the same issue. This is very frustrating!
