how do I get by the guys with the flash lights? is there something I can do to get rid if them? Otherwise I can never get my minions to complete their tasks!!

the tasks can only be completed when the green flashlight is not on the item. Cover the phone boxes with the purple cloth and the sheep will disappear

I've competed all the tasks up to mending the bridge. I've got all the equipment needed, but my minions on't go to the bridge to mend it - they get half way then turn around and go back to the zombie mobile?

Same here. It is as if the last sheep is still there, although it is sure gone when I covered the phone box. Still it keeps sending my minion back.

Is it possible that there is a set order to eliminating the phone booths?
