Sorry, I did something wrong, so I've answered twice.

The "tool" you'll need to cut the banner's down are in Carl's desk in his office. Go to the top floor and click on the banners and you'll be able to cut them down.

Go to Carl's office. You will find the "pliers" in his desk.
