Club Zepatal

I have plenty of room for Club Zepatal, but it doesn't want to fit, it only shows red. Where should this item fit? Does it have to be in to top next to the police station?

The only place it fits is the very bottom most point on the screen, dead center. Typically, I place 2 sometimes 3 surf shops in the upper section, trying to save room. it's tough! Good luck 'cuz it CAN be done!
