embrace of ocean story of hope

Hi can anyone help me, i am playing this game, but i am stuck, i cannot find the last key, hint won't work and neither will my map, I am stuck in city hall, can't work out what to do next.

What items in inventory and task(s) in journal you have at the moment?

hi I have half stencil part, a book, 3 out of 4 compound keys and power cell with stone.The tasks are get to the mayor's office, gather the key, find key-card and battery for laptop, hope you can help.

At this stage you need to find the last part of key, there is must be one of those:
1) In journal on the floor, at door before conference room.
2) At the secretarial desk in main hall.

i've tried all that still can't get anywhere, i don't know what else to do.
